Scope of work:

A key challenge from the beginning of the reproductive health and population programs in Pakistan was managing the unprecedented increase in the volume of health commodities at federal and provincial/regional levels to support the rapid scale-up of demands by strengthening warehousing and distribution systems that were unprepared to handle these increased volumes.


Currently, the Central Warehouse and Supplies (CWH), Karachi, a central family planning repository in Pakistan, is providing warehousing services to all provincial and regional governments with the objective to ensure timely, uninterrupted flow of contraceptives supplies upto district level. The CWH is working under the administrative control of Ministry of National Health Services, Regulations, and Coordination Islamabad. As per practice, all public sector stakeholders at provincial and district level raise quarterly demands to the CWH against the available share of contraceptive supplies and the warehouse staff dispatch the commodities using various mode of transport.


Gilgit-Baltistan (GB) region is situated in the north of the country with the road distance of almost 2000 km from Karachi. Likewise other provinces, GB is also practicing the procedure by placing contraceptive requisitions to the CWH, Karachi against which they receive commodities. However, considering the volatile weather conditions, geographically hilly terrain, unexpected road closures due to severe land sliding, unhealthy road conditions, and heavy transportation costs, the Government of GB is facing multiple challenges in receiving contraceptive commodities at the last mile.


In order to overcome the above challenges and to improve family planning indicators in the region, the Government of GB has planned to establish a state-owned integrated warehousing facility both for the department of health and population welfare department at the provincial headquarter at Gilgit. The request was raised at the platform of the GB FP2030 working group to UNFPA for technical support in conducting an in-depth feasibility study for establishing a central repository facility. This facility would meet the future warehousing and contraceptive storage requirements of the health and population sector across the entire region of Gilgit-Baltistan. The core purpose of this feasibility study is to assess and identify the need, current and future stock requirement, available resources, suitable location, area, supply chain infrastructure, pallet & racking system, handling, security and IT equipment, human resources and operations, and an online warehouse management system. The consultant will also cover other supply chain factors, directly or indirectly affecting the warehousing facility, which include but not limited to; quantification of FP commodities, requisitioning system, procurement volume, inventory management system, LMIS, and distribution & transportation system. The study will also valuate the potential risks and mitigation strategies. The feasibility study will help the Department of health and Population Welfare Department of the Government of Gilgit-Baltistan for a sustainable plan to develop a PC-1 for the establishment of a central warehouse.


In this regard, the UNFPA CO intends to hire the services of a qualified and well experienced supply chain individual consultant to undertake this TA in close coordination and support of the federal Ministry of NHSR&C and Government of GB. The TA will prepare data collection tool and carry out detailed consultations with all the relevant public and private sector stakeholders at federal and GB level. Conduct site visits, desk research and study global warehousing best practices, calculate future requirements for storage of contraceptives and evaluate the potential risks and mitigation strategies.


The proposed IC will specifically lead implementation of the following:

  • Consultations with all relevant public and private sector stakeholders (in-person and group meetings) at GB level to gather the required information and feedback, required for preparing the feasibility study for the state of art central warehouse in Gilgit-Baltistan.
  • Site visits, future contraceptive demand and required space calculation, identification of supply chain infrastructure, information technology requirement, building structure, calculate required handling and IT equipment, pallets and racking system, human resource, vehicles, etc.
  • Drafting feasibility report, after incorporating above assessment and feedback from all the relevant stakeholders.
  • Conduct consultative workshop with relevant departments and stakeholders in Gilgit for consensus building and validation of draft report.
  • Finalizing and submitting feasibility report to UNFPA and Government of GB for establishing a central warehouse in Gilgit-Baltistan.

Tasks and deliverables shall include:

  • Desk review of existing all relevant national and international reference documents and best practices to fully understand about the TA.
  • Develop inception report, outlining methodologies, timelines and schedules for the consultative meetings, site visits, and questionnaire/ data collection tool etc.
  • Prepare PPT presentations, finalizing data collection tool and other material for the consultative meeting.
  • Consultative meetings (in-person and/or in group) at Gilgit; apart from individual interviews, a 1-2 days consultative workshop of all stakeholders will be held for data collection.
  • Incorporating participants’ feedback, received via detailed consultations and desk reviews, in the draft feasibility report.
  • Draft feasibility report and sharing with Government of GB in a one-day workshop at Gilgit for consensus building and validation
  • Finalizing feasibility report and sharing with Government of GB and UNFPA.

Supervisory arrangements:

The consultant will report to Program Specialist – SRH


Expected travel:

Travel to GB capital and districts (if required by the Government of GB) for consultations and data collection. The total TA amount is inclusive of travel, boarding and lodging of the Consultant.

Required expertise, qualifications and competencies, including language requirements:

  • Master’s degree in public/ business administration, Public Health or higher in supply chain management and social sciences or a relevant combination of education.
  • Minimum 5 years of professional experience in the field of logistics & supply chain management with more focus of warehouse management system.
  • Having in-depth knowledge of warehouse management system and global best warehousing practices.
  • Proven ability and experience to work effectively with the public sector, particularly health and population sector on supply chain and warehousing management.
  • Knowledge of Pakistan’s SRH/FP landscape, supply chain issues, and population dynamics.
  • Languages: Fluency in oral and written English.
  • Excellent interpersonal and general communication skills.
