Organizational context and brief project description:

Gender equality is essential to realizing the mandate of UNICEF to uphold the rights of all children. The UNICEF Gender Action Plan (GAP), 2022–2025, operationalizes the UNICEF Gender Policy, 2021–2030, by specifying how UNICEF will promote gender equality across its programmes and workplaces. It affirms that promoting gender equality and the empowerment of women and girls is the responsibility of everyone, regardless of organizational role. The GAP elaborates the steps required to accelerate progress on gender equality across the five Goal Areas of the UNICEF Strategic Plan, 2022–2025, as well as within institutional systems and processes, with clear indicators and monitoring mechanisms to track change. The GAP builds on an increasing knowledge base on gender equality, including current evidence regarding the gendered effects of the coronavirus disease 2019 (COVID-19) pandemic. It responds to lessons learned from the implementation of previous GAPs and an extensive global consultative process with staff, partners and young people. It is grounded in the human rights principles of non-discrimination and equality and articulates the role of UNICEF, as a collaborator with Governments and other partners, in supporting the 2030 Agenda for Sustainable Development. Recognizing that gender discrimination has lifelong and intergenerational impacts, the GAP advances gender equality throughout the life course. At the same time, it promotes targeted actions to advance the leadership and well-being of adolescent girls, as girls are both disproportionately affected by gender inequality and have tremendous potential to be leaders for change. This dual-track approach goes beyond responding to the manifestations of gender inequality to tackle its underlying drivers, including by engaging boys and men as allies; advancing upstream financing and policy solutions; and supporting girls’ agency and voice.

Purpose for the job: Under the close supervision and guidance of the Gender and Development Specialist, the Gender Programme Associate works in close collaboration with all the sections, and other programme teams in the CO, provincial offices for ensuring smooth implementation of the rolling Work Plan activities, managing information and data collection and sharing programme-related issues. He/she provides administrative, procedural and operational support and assistance to the efficient implementation of a broad range of Gender and Development functions for all categories of staff in his/her office, ensuring accurate and timely delivery that is in compliance with UNICEF rules and regulations. Summary of Tasks:

Under the direct supervision of a Gender and Development Specialist, the UNV Gender Programme Associate will perform the following tasks:


  • Provides effective support to programme management of the Gender Section
  • Provides administrative and logistics support to the Gender Section
  • Ensures facilitation of knowledge building and knowledge sharing in the CO

1) Provides effective support to programme management of the Gender Section


  • Communicate and coordinate with UNICEF country and provincial offices for smooth programme implementation, monitoring and reporting and expedite requests to the Country Office.
  • Assist the programme team in reviewing and preparing documentation for the procurement of goods and services, and support contract tracking.
  • Prepare and compile information, such as meeting notes, notes to file, and notes for record regarding project activities.
  • Maintain an up-to-date database of relevant stakeholders including government departments, CSOs, donors and UN agencies working on gender, girls and adolescents, and child and human rights.
  • Draft correspondence.
  • Support gender team in setting up and preparing for coordination/ meetings with UN, government and other partners.
  • Undertake regular analysis of the situation in programme, identification of operational and administrative problems, development of solutions.


2. Provides administrative & Logistics support to the Gender Section

  • Provide administrative and logistic support to the team in the organization of events, meetings, consultations, workshops, etc.
  • Create requisitions in UNICEF vision, Fiori and SAP for Programme Unit and assist provincial sub-offices to make arrangements and prepare documentation for missions/ meetings/ events/ consultations.
  • Make travel arrangements and liaise with the programme team and event participants, including preparation of travel authorizations, requisitions and claims with all supporting documentation.
  • Liaise with Admin, Supply and Operations Team internally, as well as external vendors/ service providers as needed to ensure that procurement processes are completed smoothly and efficiently.
  • Create and maintain files of correspondence/ documents and electronically received information and ensure up-to-date filing. Maintain both hard copies and electronic copies of the office records and reference files on various subjects.
  • Support the supervisor in achieving the targets against project workplans.

3.Ensures facilitation of knowledge building and knowledge sharing in the CO

  • Identify sources and compile data and information for the preparation of documents, guidelines, and other material as required. Contribute to briefing materials, meeting notes, notes for files, PowerPoint presentations and other documents for the programme team and keep all papers ready for meetings.
  • Support the development of gender knowledge products, including review, editing/ proofreading, translating and design for printing. Coordinate with vendors/ consultants engaged.
  • Contribute to the preparation of internal and external reports, as per requirements.
  • Assist in creating requisitions and liaise with vendors for the designing and printing of programme briefs, reports, publications, materials for meetings/ events, IEC material, etc.
  • Support the sharing and dissemination of knowledge products with the UNICEF team and external stakeholders and partners.
  • Document lessons learnt and best practices from past experience and comparative initiatives; incorporate learnings into the ongoing work and suggest ways to improve the processes of the Programme Unit based on this review.
  • Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:


  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

  • Share official information with partners and related stakeholders only with approval of Supervisor/ Deputy Representative
  • Ensure adherence to confidentiality protocols.

  • As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and rights holders in the accomplishment of her/his functions, including:
  • Gender Programme Associate provide input into the design and development of improved transactional services and delivery processes. Working with a high degree of operational independence they are accountable for the achievement of overall service delivery results in one or more activities. The scope of HR work typically covers two or more transactional HR activities (i.e. recruitment, entitlements management and servicing, classification, staff development, performance management etc.) as generalist yet requiring the handling of complex and intricate HR matters on which quality and authoritative procedural advice is provided to the supervisor.
  • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
  • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
