Purpose of consultancy:

TA to improve capacity of public (health & population) and private sector staff at national, provincial, and regional level on use of cLMIS and ECR (Electronic Client Record) Model for improved data reporting and informed decisions making for availability of contraceptives at last mile


Scope of work:

UNFPA’s landscape analysis conducted in 2020 revealed that challenges facing Pakistan are complex involving multiple factors for the frequent and long term stock outs especially at the last mile (1) Resources (allocations/spending): insufficient allocations (though increasing trend); delayed releases of funds; less than optimal spending rates; diversion of funds to other emergencies (2) Procurement challenges: delayed initiation of procurement; lack of procurement capacity; weak monitoring of procurement processes and international procurements challenges (3) Storage & distribution: non data-driven distribution; lack of emergency supplies mechanism; lack of transportation financing / delays in transportation; absence of robust track and trace mechanism (4) Human Resource: lack of technical capacity in strategic supply chain planning to achieve long term goals; lack of procurement capacity; lack of capacity for M&E, LMIS reporting and data use and continuous improvement; and (5) M&E / LMIS: low LMIS reporting and uncovered SDPs; lack of structured validation of LMIS data; less than optimal use of LMIS data; absence of robust supply chain monitoring mechanisms


Building on technical support provided in 2023 under the Global Supplies Partnership support, UNFPA CO will continue to provide technical support to the federal and provincial governments for improving capacity of relevant staff at all levels of the supply chain on use of an online LMIS for contraceptive data reporting and analytics. Secondly, UNFPA CO will also support the selected pilot districts of Balochistan province and SDPs of Islamabad Capital Territory to build their capacity on use of Electronic Client Record (ECR) Model, being part of the cLMIS, for FP commodity and client data visibility.


Main objective of the TA is to build capacity of federal, provincial, regional, and districts level health & population departments’ staff and relevant private sector stakeholders on use of contraceptive LMIS for improved data reporting and informed decisions making for availability of contraceptives at last mile. Similarly capacity building of selected/ pilot districts of Balochistan province and SDPs of Islamabad capital territory on ECR Model for improved contraceptive clients’ data. Working closely with public sector master trainers for capacity building of focal points on cLMIS to secure expanded geographic coverage and optimal utilization for planning, monitoring, validation, procurement and reporting at national and sub-national level.


The proposed IC will specifically lead implementation of the following:


1. Coordination and consultation with the federal and provincial governments and private sector stakeholders for need assessment on use of cLMIS and develop an inception report.


2. Develop a training plan and selection criteria for master trainers, participants, agenda, training methodology, number of participants, power point presentations, pre & post test papers, and tentative training schedule.


3. Conduct 2 day each training workshops for about 450 federal, provincial, regional, and district level staff on use of cLMIS (one at national, 8 provincials, and 4 regional level)


4. Conduct User Testing Exercise followed by formal training of about 40 participants of selected pilot districts of Balochistan and SDPs of ICT on use of ECR Model conducted in Quetta and Islamabad respectively (2 day each event).


5. Provide technical support to PPW/ Ministry of NHSR&C, Islamabad for updating, capacity building, and implementing CCI Portal / Dashboard at national and provincial level.


Specific tasks and deliverables shall include:

  • Capacity of around 450 cLMIS focal points along with master trainers built at national and sub-national level.
  • User Testing Exercise for 20 IT staff in Balochistan and ICT conducted.
  • Capacity building of about 40 participants of selected pilot districts of Balochistan and SDPs of ICT built on use of ECR Model (2 day each event).
  • CCI Web Portal / Dashboard updated and capacity of relevant staff at PPW built.
  • Comprehensive training report developed.

1.Inception report, outlining methodologies and timelines for conducting training workshops on cLMIS, ECR Model, and CCI Portal / Dashboard and developing training material (power point presentations, case studies, pre/post tests, evaluation format etc).

2. Provincials cLMIS including CCI dashboard training workshops conducted and report submitted (2 workshops each of 2 days in two out of four provinces)

3.Provincials cLMIS including CCI dashboard training workshops conducted and report submitted (2 workshops each of 2 days in all four provinces)

4.Regional and one national level 2 days cLMIS including CCI dashboard training workshops conducted and report submitted

5.Two UTE and Two Training workshops (2 days each) on ECR Model conducted at Quetta/Balochistan and Islamabad/ICT


Supervisory arrangements:

The consultant will report to Program Specialist – SRH


Expected travel:

Travel to provincial and regional capitals for consultations and trainings of PWD and DoH staff. The total TA amount is inclusive of travel, boarding and lodging cost.


Required expertise, qualifications and competencies, including language requirements:

  • Master’s degree or higher in Information Technology, Public Health, Demography, Statistics and social science or a relevant combination of education.
  • Minimum 5 years of professional experience in the field of logistics & supply chain management information systems, data analysis of sexual and reproductive health and family planning commodities.
  • Proven ability to design, develop, and implement LMIS training material and methodology in the public and private sector of Pakistan.
  • Knowledge of Pakistan’s SRH/FP landscape, supply chain data issues, and population dynamics.
  • Proven ability to work effectively with government officials and private sector.
  • Languages: Fluency in oral and written English.
  • Excellent interpersonal and general communication skills.

Inputs / services to be provided by UNFPA or implementing partner :

Consultant is expected to use his/her own laptop or any other equipment if required.
